 Yes. Your platform's proposal of 2,400 square feet for up to 8 total occupants averages out to 300 square feet of living space per person. According to the International Residential Code (IRC), the absolute minimum health and safety requirement is only 50 to 70 square feet per person. Your standard provides six times the space required by law for fire and health safety. 


Because non-resident ownership dominates the District 14 coastal housing market. Property tax billing address data from the Sussex County Mapping and Property Tax Department shows that between 55% and 62% of all residential properties in the Lewes and Rehoboth Beach zip codes are owned by out-of-state entities. Your bill ensures these investors subsidize local infrastructure rather than draining it. 


It mirrors the federal Americans with Disabilities Act (ADA) guidelines for employment. Currently, realtors ask for service animal or medical details during the initial screening, creating room for implicit bias. Your bill mandates that all financial and background screening happen first. Disability and service dog verifications can only be requested after a conditional lease offer is made, creating a transparent paper trail. 


The entire program is self-funded by out-of-state entities, requiring zero cost to local Delaware taxpayers. The money is raised through a progressive Conditional Certificate of Occupancy (CCO) fee matrix, which levies up to $550 in surcharges on out-of-state landlords and corporate digital listing platforms. By law, 100% of these fees bypass the General Fund to lower local property taxes and fund regional housing networks.
